MBTA Program Logic Model & Performance Evaluation System
This paper proposes a program logic model and analyzes the performance evaluation system for the Massachusetts Bay Transit Authority (MBTA), the public transit system in the state of Massachusetts. The paper begins with an overview of The MBTA and its parent organization, the Massachusetts Department of Transportation. A program logic model is developed for the MBTA drawing from the organization’s stated long-term goals. The MBTA’s existing performance indicators are analyzed within the framework of the logic model and modifications are recommended. Finally, the paper concludes with a set of recommendations for improvements to the MBTA’s overall performance management system. Budget Format Analysis:
Atlanta, GA & Cadillac, MI
This paper analyzes two municipal budgets that were given the Government Finance Officers Association’s (GFOA) Distinguished Budget Presentation Award in 2018: Atlanta, Georgia and Cadillac, Michigan. Both budgets were analyzed using the following criteria: characteristics of the area served; major goals, issues, challenges, and initiatives; processes for involving elected leaders and the general public in budgeting; inclusion of reliability features such as narrative and graphics; use of program and performance budgeting techniques; and, unique and innovative features. The paper concludes with an examination of how the Atlanta and Cadillac budgets differ from budgets that follow more typical formats.
